Is there a way to disable Internet data on a non-data phone plan?

Hello,

I am planning to add a line to my account for my brother, but I don't want him to be able to use any data (because the plan will only be a talk and text plan); is there a way to disable data so that he cannot surf the internet on the phone unless it is using wifi?
