Voice mail notification - no voicemail

I've been experiencing this for quite a while. It started on my Nexus 4 and has continued and gotten more frequent on my Oneplus.

I get the voicemail notification, icon and notification light. Multiple times repeatedly in a short period of time, there is no new voicemail.

Has anyone ever had this issue and what can be done to fix it?

I tried having Fido reset my voice mailbox but that didn't work.
